Lane Workforce Partnership’s Newest Board Members

Lane Workforce Partnership is pleased to welcome three new business representatives to our Board of Directors beginning July 1, 2026.

Kimberly Casey of Robert Half, Chris Johnson of Emerald Broadband, and Terry Vance of Ox-Concrete will each serve a three-year term, helping to provide strategic leadership and guidance in support of Lane County’s workforce development efforts.

Kimberly Casey is honored to have been selected to serve on the Board of Lane Workforce Partnership. As Branch Director of the Eugene office at Robert Half, she specializes in direct-hire placement of accounting, finance, human resources, and administrative professionals in Lane County and across Oregon. She brings over 25 years of specialized staffing expertise and 20 years of tenure with Robert Half. Kimberly is passionate about supporting workforce development, giving back to her community, and helping professionals grow in their careers. Outside of work, she enjoys RV travel, exploring the outdoors with her husband, collecting vintage brewery memorabilia, and spending time with their three rescued dogs.

Chris Johnson is a relationship-driven development and partnership professional with over 25 years of experience cultivating long-term stakeholder relationships, building corporate partnerships, and advancing community-focused initiatives. In his current role at Emerald Broadband, he leads partnership development across Oregon’s Willamette Valley engaging municipal leaders, affordable housing organizations, and community partners while identifying grant and subsidy opportunities to expand access in underserved communities. Drawing on nearly a decade of progressive leadership at the Nielsen Company, where he managed teams of 75+ across the Pacific Northwest and consistently exceeded ambitious goals including revenue growth and a gains in team performance, he brings a proven ability to move relationships through the full cultivation-to-stewardship lifecycle. Christopher holds a Bachelor’s Degree in Business Intelligence/ Analytics and an MBA with a concentration in Organizational Leadership, and with deep roots in Lane County, he is passionate about advancing equity and community well-being through mission-driven work.

Terry Vance joins the Lane Workforce Partnership Board bringing a diverse background spanning global military service, leadership roles at the White House, and Big 4 strategy and transformation consulting, where he developed a broad, cross-sector perspective on complex organizations, policy coordination, workforce challenges, and digital transformation. In his current role as Director of Operations and Project Delivery for Ox Concrete, Terry leads initiatives that connect field operations, project execution, and enterprise systems to improve performance and scalability. His work focuses on advancing operational excellence, data-driven operating models, and the practical application of AI and automation within a growing construction and services environment. Terry is passionate about workforce development, mentoring emerging professionals and veterans, and building systems and processes that empower people, strengthen organizations, and create long-term value for both businesses and the communities they serve. He holds an MBA in Finance from the Wharton School, an MA in National Security Affairs, and a Bachelor of Architecture. He is a University of Oregon alum and lives in Eugene with his wife Sabrina and their three children.

As representatives of the business community, Kimberly, Chris, and Terry bring valuable industry expertise, leadership experience, and insights into the workforce needs of local employers. Their perspectives will help strengthen the connection between business and workforce development while supporting LWP’s mission to create a skilled workforce and a thriving regional economy.
