Through WorkSource Oregon Lane, we provide customized hiring support and training resources that bridge the gap between jobseekers and employers. By partnering with Collaborative EDO, we champion high-wage job growth and industry innovation, while our On-the-Job Training and Youth Internship programs offer direct financial support to help businesses train and mentor the next generation. WorkSource Oregon Lane
Lane Workforce Partnership invests federal, state, and foundation funds into WorkSource Oregon Lane, supporting both businesses and jobseekers through a coordinated network of employment and training services. Each year, WorkSource Oregon Lane assists more than 1,000 local businesses with customized recruitment solutions, including daily candidate screening and quality referrals to help employers find the right talent.
Employers also have access to well-equipped facilities featuring offices, classrooms, computer labs, and conference rooms – ideal for conducting interviews, assessments, and employee orientations. At the same time, jobseekers benefit from a full suite of resources such as staffing support, training scholarships, On-the-Job Training funds, supportive services, and internet and computer access.
Operated through a collaborative service delivery model between Lane Workforce Partnership and the Oregon Employment Department, WorkSource Oregon Lane ensures a cohesive, responsive approach to meeting the evolving needs of both businesses and the workforce across Lane County.
Collaborative EDO
Lane Workforce Partnership (LWP) contracts with Collaborative Economic Development Oregon (Collaborative EDO) to serve as its industry engagement provider, convening and coordinating with key regional industries. Collaborative EDO promotes high wage job growth in Lane County through industry engagement, entrepreneurial support, workforce development, business expansion, regional marketing, and public/private partnerships. Key strategic goals include:
- Supporting sector strategists
- Fostering cross-sector collaboration
- Hosting an Annual State of the Industry Summit
- Establishing success metrics
- Exploring new strategies
- Embedding DEI practices in the workforce system
This partnership strengthens Lane County’s workforce and economic development by focusing on talent development, high wage job creation, business competitiveness, and industry-specific training.
On-the-Job Training
The On-the-Job Training (OJT) program, administered by WorkSource Oregon Lane, provides Lane County businesses with up to $5,000 in financial support to hire and train job seekers or current employees who need to develop specific skills. This “hire first” approach allows employers to train individuals directly on the job, offering 50% wage reimbursements during the training period.
Through a strong partnership between WorkSource Oregon Lane and Collaborative EDO, businesses are connected to resources that strengthen their workforce and support long-term growth. Between July 1, 2024, and June 30, 2025, 12 Lane County companies participated in the program, resulting in 17 successful training completions. These investments helped local businesses attract talent, address recruitment challenges, and expand their operations.
Youth Internship Opportunities
Through Workforce Innovation and Opportunity Act (WIOA) youth services, local businesses are provided with paid interns who gain valuable industry experience while contributing to daily operations. In the 2024 – 2025 Program Year, 62 interns were placed in fields like construction, healthcare, culinary arts, and more. Additionally, 66 youth/young adults participated in a work experience.

Workforce Opportunity & Access
Adult & Dislocated Worker Program Impacts
Lane Workforce Partnership’s Workforce Innovation and Opportunity Act (WIOA) Adult Program provides individualized career services to help adults build the skills and experience needed to achieve meaningful employment. The Dislocated Worker Program provides career services and training opportunities to help individuals re-enter the workforce, explore new career paths, and secure stable, in-demand employment. A dislocated worker is an individual who has lost their job through no fault of their own – such as a layoff, business closure, or reduction in workforce – and is unlikely to return to their previous occupation or industry. Dislocated workers may also include self-employed individuals who have experienced a significant loss of business income or displaced homemakers who are re-entering the workforce.
In the 2024 – 2025 Program Year, 187 adult and dislocated workers benefited from Lane Workforce Partnership’s Workforce Innovation and Opportunity Act (WIOA) services.

The program focuses on developing work readiness, academic, and occupational skills to help participants successfully transition from school to further education or employment.
In the 2024 – 2025 Program Year, 97 youth/young adults benefited from Lane Workforce Partnership’s Workforce Innovation and Opportunity Act (WIOA) services.

Future Ready Oregon | Prosperity 10K Investment Award
The Oregon Prosperity 10,000 Program drives growth and prosperity in Lane County by supporting private sector businesses and enhancing workforce skills through upskilling and retraining initiatives. Lane Workforce Partnership implemented two key strategies: Customized Training Solutions, which provides skill-enhancing training tailored to local businesses’ needs, and Industry-wide Employer Training, which empowers employers to facilitate targeted training sessions for workforce engagement and retention.
These initiatives foster Lane County’s economic growth, creating opportunities for businesses and individuals.

Investing in Our Region
WIOA Service Providers
As a recipient of Workforce Innovation and Opportunity Act (WIOA) funds, LWP also competes for grants to run innovative workforce programs, benefiting youth, young adults, and adults, as well as local businesses.
LWP’s strategic allocation of resources ensures that our job training programs meet the evolving needs of Lane County’s employers. By fostering strong community relationships and maintaining transparency, we maximize the impact of every dollar invested to create a sustainable workforce ecosystem.
The current service providers are outlined below.
Adult & Dislocated Worker Service Provider
Under the Workforce Innovation and Opportunity Act (WIOA), Title I funds for adults and dislocated workers must be used for career and training services through the one-stop system, WorkSource (WorkSource Oregon Lane). Lane Workforce Partnership (LWP) determines the delivery of these services, per 20 CFR 680.140.
To comply with Oregon Executive Order 13-08, which disallows Local Boards from providing direct services, LWP selected Grant Associates through a competitive process effective July 1, 2025. Grant Associates, a subrecipient of federal funds, follows Uniform Guidance and is annually monitored for compliance and performance. Contracts run from July 1 to June 30 and are renewed per LWP procurement policies.
Youth Program Service Provider
Per Oregon Executive Order 13-08 and WIOA Section 123, Lane Workforce Partnership (LWP) selected Looking Glass through a competitive process to provide all WIOA Title I Youth 14 elements and services effective July 1, 2025. As a subrecipient of federal funds, Looking Glass follows Uniform Guidance and is monitored annually for fiscal and programmatic compliance and performance. Contracts are effective from July 1 to June 30 and are renewed according to LWP procurement policies.
One-Stop Operator Services
Lane Workforce Partnership began serving as the One-Stop Operator on July 1, 2025, for a one-year term. Under the Workforce Innovation and Opportunity Act (WIOA), local workforce boards may assume this role with the approval of both the Chief Elected Official and the Governor’s Office.
As the One-Stop Operator, LWP is responsible for coordinating the efforts of required workforce system partners. This role ensures compliance with federal regulations while fostering stronger collaboration and alignment across programs. Most importantly, it enhances the experience for job seekers, workers, and businesses by making services easier to access and more responsive to community needs.
